The kit provides the necessary elements for compliance with ANSI/ESD STM97.2-2006 standards. Place the 2 electrodes 3 ft. apart on the test flooring surface, apply a known voltage across the surface of the electrically reactive floor material, and see if it falls within acceptable ranges.
